If it weren't for the fact that Burn Notice is so new, and Torchwood hasn't actually started playing on US channels yet, I'd put it at 100%. As is, if it's not out there yet, it's only a matter of time -- the realities are pretty compatible, the characters could play off each other remarkably well, what with all the smarts and deceit and games, they're both thoroughly attractive, and at least one is definitively queer in the canon. If I had a fiction-writing bone in my body, I'd find it damn-near irresistible, and my housemate found the idea just as appealing.
